Randys Icon Editor is an easy to use editor for 16 color windows icons such as the popular favicon.ico that is used to provide graphical bookmarks for web sites. It offers several drawing tools, including line, circle and rectangle as well as preview and undo features. Very easy to use, no installation needed. The program can open .bmp and .ico files and save results as .ico icon files.
